New LEADER Programme 2007-2013

logs   The present LEADER+ funding programme will come to an end in 2008.  To replace this, a new LEADER programme is being launched for the 2007-2013 period.

In the South-East region, the new programme is being managed by the South-East England Development Agency (SEEDA), who will be allocating the funding via a competitive bidding process.

In July, the New Forest Local Action Group (LAG) submitted an expression of interest with outline proposals for a new LEADER programme in the New Forest. Following an appraisal of the proposal by SEEDA, the New Forest were asked to go ahead and develop a full application.

The timescales we are working to are as follows:

Full application to be submitted

18 January 2008

Applicants to make presentations to appraisal panel

Early April 2008

SEEDA to announce successful LAG areas

May 2008

Successful LAGs to start administering the funding

September 2008

If successful, the new LEADER programme in the New Forest would have a wider remit than the existing programme. The aim for the new programme would be “to increase the economic and environmental sustainability of communities, rural micro-businesses and the forestry and farming sectors in the New Forest.”

The proposed objectives for the new programme seek to address the aim and the challenges presented by the key issues affecting rural development in the New Forest. Any projects looking to be funded through LEADER would need to be able to fit under one of these key objectives:

1) To provide grant support to foresters, farmers and micro-businesses for projects which encourage the best use of natural resources.

2) To provide advice and support to foresters, farmers and micro-businesses by encouraging new opportunities for employment, training and skills development in order to increase economic and environmental sustainability.

3) To further develop existing New Forest quality assurance schemes in order to ensure long-term viability.

4) To increase renewable energy markets and the profitability of wood-fuel in the New Forest.

5) To provide support for rural communities to develop new sustainable community facilities or make improvements to existing facilities.
